Multinational companies coming to the Russian market face a number of challenges. One of them is hiring a General Manager for a  Russian legal entity . You need to have a General Manager from the day one, otherwise you wouldn’t be able to register the company in Russia. At the same time it is usually take in average about 2 months to get a work permit for an expatriate, thus appointment of an expatriate for this position would postpone the registration of the company.

According to the Russian Legislation General Manager in the company has a number of authorities which are very difficult or almost impossible to limit. In this case hiring an individual as a General Manager could lead to potential risks for the Company.

To minimize the risks we suggest to consider using BDO management services. Usually we offer them on the interim basis – for the period of company registration and initial period of setting up activities, or for the period of looking and trying a new candidate for this position.

What is included:

• General Manager’s services include only fiscal representation function for local authorities.  BDO will not be responsible for business development process and other “making decision” issues.
• During operational stage of the company the services are available as well when supported by additional internal control procedures.
• General Manager’s function will be performed by a duly authorized representative of BDO top management.
• General Manager’s services might be provided by BDO only in complex with outsourcing of internal function (statutory accounting, tax compliance, payroll processing and HR function), as all responsibility for statutory tax compliance is part of General Manager’s responsibilities.
